Ralph Rossi presents at the National Alliance for Public Charter Schools’ NCSC24 Conference on Charter Schools and the Migrant Crisis: Enrolling and Serving Students in Need

Newly arrived immigrant families face steep challenges in receiving public educational services guaranteed under federal law. They also experience discrimination in violation of federal and state law that language barriers language barriers shield from enforcement. Ralph Rossi, who is Of Counsel to Couch White, LLP, presented on these topics with a Multi-Language Learner expert from a leading New York City charter network at NCSC24 Conference in Boston on July 1, 2024. Ralph talked about the federal law tools provided to charter schools under the McKinney-Vento Homeless Assistance Act and other federal law that can assists charter schools in enrolling and providing transportation, and receiving payment, for immigrant students being left behind by district schools.

For many years, Ralph was the General Counsel to the State University of New York Charter Schools Institute. He is actively involved in charter, private and distance learning school matters as well as a variety of cases involving not-for-profit entities.
